California has the largest state budget in the US and is very inefficient at spending those dollars. Instead of balancing the budget the politicians brilliant idea is to tax billionaires on their "wealth". Unheard of in the United States and will raise constitutional questions. But regardless, the rich aren't sticking around. So now California has lost Billions of $'s in tax revenue already; i.e. they lost the 13.2% state income tax. The middle class will now fill this hole with more taxes if a balanced budget is not in the future.
